Meet the Members
Julia qualified as an accountant specialising in the public sector in 1990. In 1995, she moved to work for the professional body, CIPFA. There, she became an education professional, responsible for the education and training of accountants in the UK and overseas. In 2003 Julia gained an MBA and shortly after decided to add to her education expertise and give something back to the community by becoming a school governor. She chose the primary school which her children had attended many years before, which had for some years experienced severe difficulties, moving in and out of special measures. Julia had been a governor for around 8 years when in 2012 the school joined the HEARTS Academy Trust. She believes that joining HEARTS has resulted in a fundamental improvement to the school and its governance and was delighted to accept an invitation to contribute to the Trust.
Mick graduated from Queen Mary UOL in Classics and was a management Trainee with Dunlop Tyre Company and held senior management roles in the defence industry locally. He is now retired and has been a foundation governor at The Wickford C of E school for many years. Until 2013 he was vice-chair of the Governing Body and the nominated governor for health and safety. At the formation of HEARTS Academy Trust in 2011 he was appointed a Director. Mick’s other interests include golf, French language and book club.
Vaughan was born and educated in Essex until he was 13 when his family moved to Hertfordshire. He gained the Certificate of Education from London University and the BA Open University then a Masters in Educational Research from Anglia Ruskin University.
Vaughan taught for 8 years in Stevenage as then as Deputy Head of a new primary school in Rushden, Northants. His first headship was in Havering and then he secured a second headship in Billericay, Essex. He was a member of the Billericay Community Trust and Head of a consistently outstanding school until his retirement from full time employment. He continues, on a part time basis, to be involved in Initial Teacher Training.
Vaughan has recently become an assessor for the new Chartered College of Teaching, pilot Chartered Teacher Programme 2018/19.
Vaughan is a Foundation Governor at Briscoe Primary School and Nursery and an active member of St Gabriel’s Church, Pitsea.
Tim Elbourne became Director of Education in the Diocese of Chelmsford in early 2013, spanning eight local authority areas in Essex and East London. He was previously Director of Education in the Diocese of Ely and an Honorary Canon of Ely Cathedral. After ordination in 1986 and a curacy in Tottenham, London, Tim worked as University Chaplain at the University of York and then as a parish priest in West Yorkshire; a role he combined with being a Clergy Training Officer and supporting several schools in the Diocese of York and being a member of General Synod. He is that rarest of beasts: a Liverpool supporting Mancunian with a love of Yorkshire.
Tim is author of 'Church Schools: a mission-shaped vision' (Grove, 2009); 'Church School Identity Beyond the Dearing Era' in 'Anglican Church School Education' (Bloomsbury, 2012); 'Understanding Church Schools (Grove, 2012) and three articles on Christian Education and Church Schools in 'Faith Matters' (Mayhew 2013). He chairs the Education Series for Grove Books and has served on the Council for the National Society for Religious Education.
